On January 15, 2026, Angolan President João Lourenço visited the park to attend and inaugurate the commissioning ceremony of the Huatong Electrolytic Aluminum Project invested by a park-based enterprise.Zhang Bin, Chinese Ambassador to Angola, along with several Angolan government ministers, the governor of Bengo Province and other dignitaries accompanied the attendance, jointly witnessing this important moment for China-Angola production capacity cooperation and industrial upgrading of the park.

As the only overseas economic and trade cooperation zone invested and operated by Chinese-funded enterprises in Angola, the industrial park is located in Dande, Bengo Province, covering an area of 400 hectares, accounting for 47% of the Phase I development area of the Dande Free Trade Zone. Since its establishment in 2018, the park has been focusing on building a platform for China-Africa production capacity cooperation and promoting the economic diversification of Angola.The newly commissioned Huatong Electrolytic Aluminum Project is a significant achievement of the park in accurately meeting local industrial demands. It further optimizes the industrial chain layout and highlights the park’s leading role as the “forerunner” of the Dande Free Trade Zone.

Invested and constructed by Hebei Huatong Wire & Cable Group, which settled in the park in December 2023, the Phase I of the electrolytic aluminum project is designed with an annual output of 120,000 tons of electrolytic aluminum, capable of directly creating approximately 1,200 local jobs.

In an interview, President Lourenço spoke highly of the project’s value, stating that Angola is in urgent need of more private investment, and the SINO-ORD Industrial Park serves as a key platform for attracting high-quality foreign capital and stimulating the local economy. He noted that the project not only provides a large number of jobs for young people, but also fills the gap in Angola’s electrolytic aluminum industry, injects impetus into industrialization, and drives regional prosperity and people’s livelihood improvement. This marks his second endorsement of the park; during his visit in 2021, he affirmed the park’s contributions to employment, tax revenue and economic diversification.
